NAIROBI, Kenya, Jan 31 – A team investigating the activities of alleged police imposter Joshua Waiganjo has recommended the dismissal of suspended Rift Valley Provincial Police chief John M’mbijiwe and Anti-Stock Theft Unit Commandant Remi Ngugi.
The team, which handed in its report on Thursday morning to the National Police Service Commission (NPSC), gave the two top policemen an option to retire or be dismissed.
While reading out the probe’s findings, which also absolved former Police Commissioner Mathew Iteere of complicity, Kavuludi added that M’mbijiwe should have known that Waiganjo was not a genuine police officer.
“The committee says the NPSC should retire John Kaua M’mbijiwe, PPO Rift Valley province and Remi Ngugi, commandant ASTU in the public interest or dismisses them forthwith in accordance with the governing regulations,” NPSC chairman Johnston Kavuludi said.
Kavuludi further revealed that the committee found out that M’mbijiwe attempted to permit Waiganjo’s impersonation by pushing for his appointment letter.
“He attempted to legitimise Waiganjo’s impersonation by giving David Wambua, the OCPD of West Pokot, instructions to open a personal file and issue Waiganjo with an appointment letter as a police reservist,” he said.
“Wambua informed the committee that he did sign the letter under duress.”
The report lifted Njoro police chief Nthigah Njeru’s interdiction but recommended that he gets retrained on command and leadership, in addition to being transferred from the Rift Valley region.
The probe team was however unable to determine if Waiganjo leaked sensitive security information relating to the Baragoi massacre where 42 police officers were killed.
“The committee listened to evidence but we were unable to get conclusive evidence on whether he revealed this information at a security meeting,” said committee member Kioko Kilukumi.
Kavuludi also assured the public of a full implementation of the report’s findings saying the Waiganjo saga had dented the police image.
He further took account of the aspersions cast by the Prime Minister on the police force at a rally, on Wednesday, maintaining that urgent reforms would be undertaken.
“We will take bold steps to ensure full implementation of the report which we intend to share with other relevant offices. The commission will seek the advice of the Attorney General and the Director of Public Prosecutions,” he said.
Moreover, the probe committee urged the NPSC to develop a comprehensive policy on recruitment, training, appointment, deployment, remuneration and personnel record management for the Kenya Police Reserve.
An immediate audit of all Kenya Police Reservists will also be conducted and a data base created.
In addition, the probe, which took 21 days to investigate the scandal, wants all gazetted officers vetted and the command structure re-examined to ensure that power is not concentrated in one central office.
The use of firearms movement registers will also be introduced to facilitate proper management of arms issued to police officers.
The report has already been sent to the Government Printer and will be available to the public.
“The police audit is already ongoing. One facet is almost through so the second facet will start immediately after the elections. We have compartmentalised it so that it does not interfere with officers who are involved in preparation of the elections,” Kavuludi said.

Lobby group warns against election violence

The Usalama reforms forum is raising an alert over possible pre and post election violence.
The lobby group says the re-emergence of criminal groupings and the mobilization of supporters along ethnic lines is a key indicator of possible chaos.
The group is also raising concern over security preparedness due to alleged lack of manpower and human resource ahead of the general elections.
It further said that the situation has been compounded by lack of an agreed national security policy.  
Charles Otieno, a security consultant with Usalama forum said police reforms must be prioritized to ensure peaceful polls.
The report outlined recommendations among them that the National Security Council review and ensure an effective security policy before the elections

IEBC clears Kidero, Sonko, Balala to contest

NAIROBI, KENYA: Dr Evans Kidero, Gideon Mbuvi and Najib balala have been cleared by Independent Electoral and Boundaries Commission to run for elective posts.
Kidero, who was the former MD of Mumias Sugar Company, has been given the nod to contest for the Nairobi governor seat on the ODM ticket. He named his running mate as Jonathan Mueke, a 36-year old IT expert.
Outgoing Makadara MP Gideon Mbuvi, who was also cleared, will be TNA’s Nairobi senatorial candidate. Activist Okiya Omtatah who is contesting for same seat under Ford Kenya has also been cleared. He was earlier turned away by the electoral body after he failed to meet the stipulated requirements.
Najib Balala, former MP for Mvita, has also received a go ahead from IEBC to run for Mombasa senator. Balala will be facing off with Ali Hassan Joho-should he be cleared.
Having cleared the Presidential Aspirants, IEBC has moved on to those vying for senatorial and gubernatorial seats.

Amani coalition presidential candidate Musalia Mudavadi takes his campaigns to Narok and Migori counties this weekend ahead of the March 4 elections.
Mr Mudavadi and his campaign team including his running mate Jeremiah Kioni, New Ford Kenya leader Eugene Wamalwa and Kanu chairman Gideon Moi will be in Trans Mara, Narok county Friday for a series of rallies to popularise Amani with only 31 days before Kenyans go to the polls.
A statement from Mr Mudavadi’s campaign team said the Amani team will proceed to Migori county Saturday to campaign for the Kanu candidate for the Kuria East parliamentary seat Shadrack Manga and a host of aspirants for country representative seats in the larger Kuria and Uriri constituency.
On Sunday, Mr Mudavadi’s entourage will wind up its weekend programme with a tour of Nandi county. The Amani team will be returning to the vote-rich North Rift region only a week after getting the endorsement of retired president Daniel Moi, setting the stage for a major contest of political supremacy with the Jubilee coalition whose pointman in the region is former Eldoret North MP Willam Ruto.   
Also in the battle for a share of North Rift votes is Prime Minister Raila Odinga’s Cord coalition whose pointman in the region is ODM chairman Henry Kosgey.
Meanwhile, the Restore and Build Kenya (RBK) presidential candidate Prof James Ole Kiyiapi and his running mate Winnie Kinyua will take their campaigns to Kajiado county Friday.
A statement from the RBK campaign secretariat said Prof Kiyiapi will address rallies at Namanga, Bisil, Kajiado town, Isinya and Kitengela.

Kenya’s popular forum Mashada.com shut down in hate speech Crackdown

Kenya’s top Web-based forum Mashada has become the first victim in the push by the government to crackdown on bloggers, social media and websites spreading ethnical acrimony ahead of the March 4 general election in the country, with reports indicating a number of bloggers could soon be prosecuted.
A new study by Umati Initiative — a project by iHub Research, World policy Institute and Ushahidi — indicates that Mashada.com is a major online forum used by Kenyans in spreading hate speech.
According to Umati Initiative, which is also carrying out a study on the effect of hate speech online, its initial results indicate that Kenyans are attacking each other online on the basis of tribe, gender, religion, politics and sexual orientation.
“Anecdotal evidence from the 2007/2008 cycle suggested that online media played a major role in the post election violence period. However, with no systematic monitoring of the online space at that time, we could not therefore track the trends,” the report said.
“This time around, we wanted to ensure that we captured the trending topics phrases and sentiments online well in advance of the election.”
Prof. Susan Benesch of the World Policy Institute and American University in Washington DC, further warns that hate speech online has potential to escalate election violence.
The shutdown of Mashada forums, known for bringing people of various political views together, is however expected to elicit acrimony from human rights groups who are likely to perceive the action as a clampdown on the freedom of expression and information.
Already, a Nairobi-based lawyer has questioned the legality of online monitoring by the government, saying the Communications Commission of Kenya (CCK) and the Ministry of Information and Communication lacked legal backing, a fact confirmed by the director of public communications and secretary of the national steering committee on media monitoring Mary Ombara.
Ombara had however maintained that anarchy could not be allowed on social media and that the committee was tackling hate speech using the National Cohesion and Integration Act.
Once the Umati Initiative is complete, the iHub project is expected to be the world’s first collection of hate speech archives and data.
The government in the meantime says it is organising training for journalists to sensitise them on the importance of hate speech, in-depth research and interpretation of opinion polls in the run up to the March 4 general election.-Human IPO

The now famous 'fake' police, JoshuaWaiganjo, has come out to deny being a fake. The former police reservist gave an exclusive interview to NTV journalist Larry Madowo yesterday, where he claimed to have information that may be reason why he's been hunted down.

Former police commissioner Mathew Iteeere is on record saying he has never met Waiganjo, and only knew of him last month. However, Waiganjo called Iteere a blatant liar, claiming that it was him who appointed him to the position of Assistant Commissioner of Police (Kenya Police Reservist), Rift Valley province. He also said that he has met him quite often. 
Former Rift Valley Police Boss, John M'mbijiwe, also tried to deny knowing Waiganjo, but the latter claimed that he was from a meeting with him at Eldoret's Sirikwa Hotel, on the same day he was arrested. 

Waiganjo told Larry that the police had knowledge of him, and that he got his uniform from a police Quartermaster in Nakuru. 

To add more controversy, Waiganjo said that something big is happening and that he will only share that information with Prime Minister Raila Odinga and Vice President Kalonzo Musyoka, adding that he does not trust the police. According to him, senior police officers are after his life, and once came close to killing him while behind bars.
He also said that all the cases being brought against him are sponsored by the force, to portray him in bad light.

Larry asked him about his academic credentials and whether he is a class 8 drop out as alleged. Though he refused to disclose much about his education level, and virtually anything about his life, Waiganjo said he attended high school at a school in Nyeri. 
He concluded by saying that he has businesses in the transport sector, where he deals in ferrying goods within Kenya, and that he'll continue with them after all this trials and tribulations.

What the good reverend may have forgotten is that the Independent Electoral and Boundaries Commission did not register voters in the diaspora and therefore they will not be taking part in the coming elections. A tiny detail he may have also overlooked is that those Kenyans who have been registered to vote will only cast their vote for the presidential candidate and not any other elective post!

NAIROBI, Kenya, Jan 30- The Independent Electoral and Boundaries Commission (IEBC) has now issued warnings to Othaya parliamentary aspirant Mary Wambui and three politicians who staged a protest at the commission’s offices last Tuesday.
IEBC chairman Issack Hassan said on Wednesday that the commission had decided to warn them over their conduct after they wrote letters regretting their actions.
“They wrote apologies to the commission and we have written formal warnings to them,” Hassan told journalist at the Kenyatta International Conference Center (KICC).
Wambui was protesting over the omission of her name from the list of nominated candidates by The National Alliance (TNA) party.
She was accompanied by outgoing MPs Rachel Shebesh, Cecily Mbarire and Njoroge Baiya when she stormed the IEBC Anniversary Towers offices.
Hassan had earlier indicated that the commission was contemplating fining or barring the politicians for their unlawful actions.
The group staged a sit-in at the commission for more than three hours demanding to have Wambui’s name included in the final list of aspirants from TNA that was submitted to the commission.
According to Hassan, the group intimidated IEBC staff and acted against expected standards which should be followed when candidates have electoral disputes.
Hassan further warned other politicians that anyone engaging in violence and other unlawful actions will be held accountable using electoral laws.
The IEBC chairman has further warned candidates that they will be held personally responsible for breaches of the electoral code of conduct that they sign.
“The commission is telling candidates that the code they signed binds them individually and will be enforced fully. All candidates must promote tolerance and peaceful campaigns,” Hassan warned.

Police have arrested four students in connection with the Monday's fire incident at Maranda High school in Bondo district where two dormitories were burnt down.
Speaking Wednesday to journalists in his office, Nyanza Provincial Police Officer (PPO) Joseph Oletito said that initial investigation by the police has linked the four, who are in form three to the fire incident.
He said two of the students were expected to appear in Kisumu court Wednesday to face charges of arson while the other two are still being held at the Bondo Police station to assist with investigations.
"The four students were arrested following a meeting in the school in which the students  raised some issues which they wanted to be addressed by the administration but which were apparently not addressed" the PPO added.
He said the fire that burnt down the dormitories originated from inside and destroyed mattresses and other valuables.
This is the third time Maranda High School has experienced a fire outbreak in the last five months.
At the same time, Oletito said the fire that razed Bondo University hostel last Monday evening just hours after the Maranda fire was caused by an electric fault.

Did UHURU “bribe” God to be born from KENYATTA’s family?



When the curtain fell on our beloved founding father Mzee Jomo Kenyatta on August 22nd 1978, his son Uhuru Kenyatta was only 17 years old.

Like you and I, indeed like all human beings, he did not choose his parents; he did not choose to be born in Kenya; he did not choose to be born a Kikuyu, just as he did not choose his height or his complexion, et cetera. Our creator denied all of us the luxury of choosing our parents, tribe, nationality, race, et cetera.

For Raila, Karua, Kenneth, et cetera to keep saying one family cannot continue ruling, or that Kenya is not a dynasty, and so on, is not only malicious but also the height of unbridled envy, evil, jealousy and pathological hatred. What do they mean by “one family ruling?”

Apart from Mzee Jomo Kenyatta alias Son of Wambui, who else was president from that family; and are members of the Burning Spear’s family prevented, by the Constitution, from vying for the presidency? And could anybody quote the relevant sections, clauses and/or chapters preventing Uhuru Muigai from vying for the presidency on account of being the son of the Burning Spear. Or how does the issue of “one family cannot continue ruling” arise?

Besides, the Burning Spear was President of Kenya not of the Kikuyu/GEMA communities; and he ruled as an individual Kenyan citizen, as mandated by the Constitution. The Presidency was not a collegiate by the entire Mzee Jomo Kenyatta Family!

Uhuru Muigai Kenyatta did not inherit any seat, at all, from his father; because there was, naturally, no seat to be inherited! He first stood, for parliament, in 1997 and was unsuccessful. If indeed his father was a monarch, how would he have competed and lost, in the first instance? Surely, let us use our gumptions more often!

He was KANU’s presidential candidate in 2002 and lost, honourably, to President Kibaki, and conceded, pronto, even before the tallying was completed! That act, in itself, talks volumes about Uhuru Muigai Kenyatta.

Kenya is not a dynasty, and this is not even debate. Uhuru Muigai Kenyatta was left, by his beloved father, as a young teenager, to a widowed young mother.

As Mama Ngina’s first son, a lot was expected of him. He must have gone through a traumatic phase: Denial, depression, acceptance and, finally, healing. It is never easy, at all.
When he participates in political competition, he does so like any other individual Kenyan and/or any other Kenyan citizen; offering himself to the people, the ultimate judges, for consideration; to be either elected or rejected democratically.

 In doing so, and like all Kenyans seeking leadership positions, he must meet the qualification requirements and standards, as set out in the Kenyan Constitution.

There is nothing to do with his father, monarchy or dynasty; because Kenya is a Republic. A commonsense thing, you would say.

So for those questioning about how Kenyatta’s family acquired should just use the institutions provided by our constitution instead of blaming Uhuru Muigai Kenyatta!
